[Walk the streets to “visualize” disaster preparedness equipment. Let’s decide which city is the best in Japan at disaster preparedness.]
This is an event where you find disaster preparedness facilities and equipment in your city, take photos, and submit them. Everyone’s submissions “visualize” the city’s disaster preparedness infrastructure on a map, and this information is intended to be used in various settings such as local government disaster preparedness planning. Scores are competed across all 1,741 municipalities in Japan, and over 4 months the “city most committed to disaster preparedness in Japan” will be determined. Each citizen’s individual action contributes to improving the overall disaster preparedness of their city.
[The “Discovery Event” and the “Evacuation Drill Season” — Two Stages]
This event consists of two stages: the “Disaster Preparedness Championship — Prefecture-level Disaster Equipment Discovery Event” (hereinafter, “Discovery Event”) and the “Disaster Preparedness Championship — National Evacuation Drill Season” (hereinafter, “Evacuation Drill Season”). First, in August, everyone goes out to find and map disaster preparedness equipment in their city (Discovery Event). Starting in September, participants use that map to actually walk to designated spots such as evacuation site markers and water supply stations (Evacuation Drill Season).
[What You Do in This “Disaster Preparedness Championship”]
The Discovery Event, which starts August 1, is very simple. Just walk around your neighborhood, find disaster preparedness equipment, and submit your photos.
1. Select a nearby area — From “Events” on the app’s home screen, select “Disaster Preparedness Championship.” Events are divided by prefecture, so choose and join the area closest to you.
2.Find eligible facilities & equipment — Look for eligible disaster preparedness facilities and equipment in your city, such as fire hydrants, outdoor AEDs, and evacuation site signs.
3.Drop a pin and photograph & submit — Drop a pin at the location where you found it, take a photo, and submit.
4.Get approved and earn a Lucky Draw — When your submission is approved, you receive a “Lucky Draw” item as a reward.
For detailed instructions on how to play, please check out the article below:

Starting September 1, the Evacuation Drill Season begins. Visit designated spots on the map created from everyone’s submissions (evacuation site markers, water supply stations, etc.) and check in on-site — a Treasure Box may open and you might earn rewards!
Each and every one of your submissions becomes up-to-date disaster infrastructure information that even local governments have not been able to fully track, and becomes data that strengthens community disaster preparedness.
[Eligible Disaster Preparedness Facilities & Equipment for Photography & Submission]
The eligible disaster preparedness facilities and equipment for plotting (photographing & submitting) are the following 18 types.
| Category | Eligible Facilities & Equipment |
|---|---|
| Fire & Disaster Prevention | Fire Hydrants / Fire Cistern Markers & Cover Plates / Fire Station Outposts / Fire Extinguisher Boxes |
| Evacuation & Guidance | Evacuation Site Signs / Tsunami Evacuation Towers / Sea Level Indicator Boards |
| Rescue & Communication | AED (Outdoor) / Public Telephones / Fire Hose Storage Boxes |
| Stockpile & Supply | Disaster Preparedness Warehouses / Water Supply Stations / Disaster Vending Machines / Sandbag Storage / Manhole Toilets / Emergency Cooperation Wells |
| Information & Base | Disaster Prevention Public Wireless Broadcast / Fire Stations & Fire Substations |
[Participation Rewards]
In the Discovery Event, every time a submission is approved, you receive a “Lucky Draw” item. The more you submit, the more Lucky Draws you accumulate, and the higher your chances of winning. Once a month, a draw is held for all Lucky Draw holders, and winners receive Reward Coins (exchangeable for Amazon Gift Cards and more).
Draw results can be checked in the “Mailbox” within PicTrée.
・1st Draw: September 1 (Tue)
・2nd Draw: October 1 (Thu)
・3rd Draw: November 2 (Mon)
・Final Draw: December 1 (Tue)
<Prize Details>
・1st Prize (1 winner): Reward Coins worth 50,000 yen
・2nd Prize (2 winners): Reward Coins worth 10,000 yen
・3rd Prize (3 winners): Reward Coins worth 5,000 yen
・4th Prize (1,000 winners): Reward Coins worth 100 yen
Additionally, starting in the Evacuation Drill Season in September, checking in at designated spots occasionally opens a “Treasure Box” and awards you rewards.
[All 1,741 Municipalities Competing — Toward “The City Most Committed to Disaster Preparedness in Japan”]
A city’s score is the combined total of approved submissions from the Discovery Event and completed check-ins in the Evacuation Drill Season (1 submission/check-in = 1 point). The overall ranking is determined by “score per 1,000 residents,” so cities large and small can compete on equal footing in terms of “city-wide effort.”
To contribute to your city’s score, you must register your municipality using the dedicated form on the official website. Registration is available at any time during the event period, and any eligible actions you have taken since August 1, 2026 will be retroactively added to your city’s score — so there is no disadvantage to joining mid-event.
Scores are tallied every Friday at midnight, and announced/updated every Sunday evening on the official livestream and official website. The overall #1 over 4 months will be recognized as “The City Most Committed to Disaster Preparedness in Japan,” and size-based, prefectural, monthly, and weekly titles are also available (see “Official Rules” below for details).
You can check your city’s score on the official Disaster Preparedness Championship website below.

[Official Rules]
The following are the “PicTrée Disaster Preparedness Championship 2026 Official Rules” established by the PicTrée Disaster Preparedness Championship Executive Committee.
◼️Article 1: What This Event Competes On
All 1,741 municipalities across Japan compete based on their city’s disaster preparedness efforts. The competitive subject is the municipality itself, and the individual actions of each player become the score for their city. The municipality with the highest overall ranking will be recognized as “The City Most Committed to Disaster Preparedness in Japan.”
This event consists of two stages, and a city’s score is determined by the combined total of both stages.
| Stage | Start | What to Do |
|---|---|---|
| Prefecture-level Discovery Event | From August 1 | Walk freely around your city, find eligible disaster preparedness facilities (18 types), photograph and submit them (build the map) |
| National Evacuation Drill Season | From September 1 | Visit designated spots on the map (evacuation shelters, water supply stations, etc.) in person, and check in on-site to open Treasure Boxes and earn rewards (use the map to walk) |
◼️Article 2: Local Representative Entry
・To contribute to your city’s score, please register (enter) your municipality using the dedicated form on the official website. Registering requires your user ID from the “PicTrée” app.
・Registration is available at any time during the event period. Once registered, all eligible actions you have taken in both stages since August 1, 2026 will be retroactively added to your city’s score. There is no disadvantage to joining mid-event.
・Please register with your accurate municipality of residence. You may change your municipality of residence once during the event period; only submissions after the change will count toward your new city’s score (previously accumulated points remain with the original city).
◼️Article 3: How Scores Are Calculated
Scores are based on two types of actions, and a city’s score = the combined total of both stages.
・Discovery Event: Photographed and approved submissions (plots) of eligible disaster preparedness equipment … 1 submission = 1 point
・Evacuation Drill Season: On-site check-ins at designated spots … 1 check-in = 1 point
・In both cases, only actions by “an enrolled player taken within their enrolled city” count toward the city’s score. There is no difference in points based on the type of equipment (18 eligible types) or spot. 1 disaster preparedness action = 1 point.
・The official website will publish each municipality’s total score as well as a breakdown (Discovery Score / Drill Score).
・The overall ranking is determined by “score per 1,000 residents” so that cities large and small can compete on equal footing in terms of “city-wide effort.”
・Population figures are taken from the Basic Resident Register (as of January 1, 2026) and are fixed for the duration of the event. The applicable population for each municipality will be published on the official website.
・Even if you are not registered, or if you take actions outside your city of residence, your actions still contribute to earning “Lucky Draws” and “Treasure Boxes” and to visualizing disaster preparedness information in that area. No action goes to waste.
◼️Article 4: Awards
| Title | Details |
|---|---|
| Overall Champion | National #1 by score per 1,000 residents. Recognized as “The City Most Committed to Disaster Preparedness in Japan.” |
| Total Submissions Champion | National #1 by absolute total score |
| Size-Based Champions | 3 divisions: population 200,000+, 50,000–200,000, and under 50,000 — each ranked by score per 1,000 residents |
| Prefectural Champions | #1 within each prefecture (by score per 1,000 residents) — 47 municipalities |
| Monthly Stage Winners | Monthly title based on growth (per 1,000 residents) in each of August, September, October, and November — independent of cumulative scores, giving late-joining cities a chance to win (from September, Evacuation Drill Season points also count) |
| Weekly Awards | Weekly MVP municipality (by size), Weekly Rising Star, and Newcomer Spotlight — announced every Sunday evening on the official livestream |
Award Eligibility: For the Overall, Size-Based, and Prefectural Championships — in the spirit of recognizing “city-wide efforts” — eligibility is limited to municipalities where at least 10 residents have registered and at least 0.1% of the population has enrolled. All municipalities will be displayed in the rankings.
Ties: Decided in the following order: ① Municipality with more enrolled residents per capita ② Municipality with a higher total score ③ Municipality that reached the milestone first (in weekly tally units). If still tied, they share the same rank and are awarded simultaneously.
There are no cash prizes or prizes for event rankings. Player rewards (Lucky Draws in the Discovery Event, Treasure Boxes in the Evacuation Drill Season) are granted based on individual actions, independent of rankings.
◼️Article 5: Score Tallying and Announcement
・Scores are tallied every Friday at midnight, and announced/updated every Sunday evening on the official livestream and official website.
・The official score and ranking published on the official website is the sole authoritative source. The cumulative submission count by area displayed in the app counts all submissions regardless of residence or registration — it reflects “visualization progress” and differs from the scores under these rules.
・The in-app player point ranking reflects individual activity levels and is a separate system from the city-vs-city awards in this event.
◼️Article 6: Ensuring Fair Event Operations
・Submissions in the Discovery Event are subject to approval. Submissions deemed fraudulent will not count toward scores, Lucky Draws, or Treasure Boxes.
・In cases of false residence declarations, location spoofing, or suspected organized fraud, the relevant player’s contributions may be invalidated.
・These rules will not be changed to the detriment of participants during the event period. Only updates that benefit participants — such as adding award categories — may be made (updates will be announced on the official website).
◼️Article 7: Soliciting Feedback
2026 is the first year of this event. Opinions and suggestions about the rules can be submitted through the feedback form on the official website, and will be introduced during the weekly official livestream, helping to improve the rules for future years.
